State budget details emerge, state universities spared deep cuts sought by Corbett

That's according to an outline made public Tuesday of a $27.656 billion state budget for 2012-13. But broad swaths of the document, and not least of which was a controversial proposal to roll seven, existing county-run human services programs into a single block grant program, were still under negotiation on Tuesday.
